Water Service

The Lummi Tribal Sewer & Water District is committed to protecting public health by providing clean, safe, and reliable drinking water to customers within the District’s water service area.

The District operates and maintains the wells, reservoirs, water mains, meters, fire hydrants, and related infrastructure needed to deliver drinking water throughout the community.

Our Water System

Groundwater wells are the District’s primary source of drinking water. The District also maintains an interconnection with the City of Bellingham that may be used when additional water supply is needed or when groundwater sources cannot meet system demand.

District staff operate and maintain the water system, monitor system conditions, respond to service concerns, and complete required water-quality sampling and testing.

Water Quality and Monitoring

The District regularly monitors drinking water at its sources and throughout the distribution system to verify compliance with applicable drinking-water standards.

Water-quality monitoring may include:

  • Disinfectant levels
  • Coliform bacteria
  • Nitrate and nitrite
  • Inorganic contaminants
  • Volatile organic contaminants
  • Synthetic organic contaminants
  • Lead and copper
  • Disinfection byproducts, including total trihalomethanes and haloacetic acids
  • Radionuclides
  • Other contaminants required under applicable drinking-water regulations

Testing schedules vary depending on the contaminant and regulatory requirements. Some water-quality parameters are monitored daily, while others are tested monthly, quarterly, annually, or according to another required schedule.

Consumer Confidence Report

Each year, the District publishes a Consumer Confidence Report (CCR), also known as an annual drinking-water quality report.

The report provides information about:

  • The District’s drinking-water sources
  • Water-quality testing results
  • Detected contaminants and applicable standards
  • Required health and regulatory information
  • Lead and drinking-water information
  • Violations and corrective actions, when applicable
  • Water-conservation information
  • Opportunities for public participation

Water Service Concerns

Customers should contact the District to report:

  • Suspected water leaks
  • Unexplained low water pressure
  • Discolored water
  • Unusual taste or odor
  • Damage to a water meter, hydrant, or other District facility
  • A service interruption
  • Suspected unauthorized hydrant use
  • A possible water-quality concern

For routine water-service questions, contact the District during regular business hours.

For an urgent water-related issue outside normal business hours, call 360-758-7167. The answering service will contact the utility operator on duty.

Maintenance and System Flushing

The District periodically performs water-main flushing, repairs, testing, and other maintenance activities to protect water quality and system reliability.

Temporary changes in water pressure, air in the lines, or water discoloration may occur during or shortly after this work. When appropriate, the District will provide advance notice to affected customers.

Customers experiencing ongoing concerns should contact the District.

Customer Responsibilities

Customers are generally responsible for privately owned water lines, plumbing, fixtures, and equipment located beyond the District’s point of service.

Property owners should promptly repair leaks on private property and protect water meters, service lines, and other utility equipment from damage.

Customers should not operate, alter, obstruct, or tamper with District-owned meters, hydrants, valves, or other water-system facilities.

New Water Connections

New water service is subject to District review and approval.

Before beginning design, permitting, excavation, construction, or installation work, applicants must contact the District to confirm:

  • Whether water service is available
  • The proposed connection location
  • Available system capacity
  • Engineering and plan-review requirements
  • Connection and meter fees
  • Required permits and agreements
  • Contractor approval requirements
  • Inspection and as-built requirements
  • Whether system extensions or other improvements are required

All installation work must be completed by a District-approved, licensed, and bonded contractor.

Required permits and approvals must be obtained from the Lummi Planning Department before construction begins.

Protecting Our Water Supply

Customers can help protect the community’s drinking-water supply by:

  • Repairing leaks promptly
  • Using water-efficient fixtures and appliances
  • Reducing unnecessary outdoor water use
  • Keeping hazardous materials away from wells, meters, and drainage areas
  • Preventing cross-connections between drinking water and irrigation, chemical, or wastewater systems
  • Reporting damage or suspicious activity involving District facilities
