The Lummi Tribal Sewer & Water District establishes rates and fees to support the operation, maintenance, and improvement of the District’s sewer and water systems.
Current rates are effective October 1, 2025, unless otherwise noted.
Residential Rates
The following monthly rates apply to single-family residential customers with a standard 5/8-inch meter.
Residential monthly rates shown below include the applicable 5% utility tax.

Included Water Usage
The residential water base charge includes up to 600 cubic feet of water per month.
Water Usage Over 600 Cubic Feet
Water usage above 600 cubic feet is charged at:
$3.97 per additional 100 cubic feet
There is currently no additional residential sewer usage charge based on water consumption.
Sewer Standby
A sewer standby charge may apply to qualifying properties where sewer service is available but the property is not receiving full sewer service.
Please contact the District if you have questions about whether the sewer standby rate applies to your property.
Larger Residential Meters
Residential customers with meter sizes larger than 5/8 inch may have different monthly rates.
Please contact the District for the rate applicable to your meter size and service.
Commercial & Institutional Rates
Commercial and institutional monthly service charges are generally based on the size of the meter serving the property.
When water usage exceeds 600 cubic feet per month, the following additional usage charges apply:

Commercial and institutional properties with unusually high water demand, high-strength wastewater, or other special service requirements may be subject to different or additional charges.

Taxes
The residential monthly rates listed above include the applicable 5% utility tax.

Residential Connection Fees
Connection fees are one-time charges associated with establishing a new connection to the District’s sewer or water system.

Standard residential connection charges are based on one Equivalent Residential Unit (ERU).
Connection fees help fund a property's share of District infrastructure and system capacity, including sewer collection lines, pumping stations, wastewater treatment facilities, wells, reservoirs, water mains, and major system improvements.
Different or additional connection charges may apply when a property has special service requirements, including increased fire-flow needs, unusually high water demand, high-strength wastewater, or multiple Equivalent Residential Units.
Assessments
Some properties may be subject to District assessments associated with infrastructure, system improvements, or services benefiting a particular property or service area.
Assessments are separate from regular monthly sewer and water service charges and may vary by property.
If an assessment applies to your property, please contact the District for information about the assessment, current balance, and applicable payment requirements.
Inspection Fees
Inspection fees may apply as part of establishing a new sewer or water connection.

Applicable inspection fees are due as part of the new-service connection process.
Commercial, Multi-Unit & Larger-Meter Connections
Commercial, institutional, multi-unit, and larger-meter services may have different connection fees and requirements.
Applicable charges may depend on factors such as meter size, water demand, fire-flow requirements, wastewater characteristics, number of Equivalent Residential Units, and property or development type.

New Sewer or Water Connections
New sewer or water connections may require District approval, applicable connection and inspection fees, and completion of a Standard Participation Contract and other required documents.
Governing Code
District rates, fees, assessments, service requirements, and other utility matters are subject to applicable District policies and the Lummi Nation Code of Laws, Title 16 – Sewer and Water District Code.
